Als Bauherrn der Feste vermutet man die Familie Piber. Chunrad und Sieghard Piber werden 1285 als Zeugen in einer Urkunde des Klosters Wilhering angeführt. Sie nannten sich bereits nach Rottenegg, das aber deutlich älter sein dürfte.
